I am working with a non-profit that is starting fresh with a new org. Previously they used web to lead forms and would like to use the same form again in their new org. Is there a way to look up in the old org what web to lead forms were used?

Unfortunately salesforce does not store the web to lead form code. You have to get it from the source page itself, than you can modify it as per your requirements.
