Need to hide Switcher from some users so they stay in Lightning

Help articles talk about a setting in Permissions to hide the Switcher from users with that permission set so they don't have the easy click option to switch back to Salesforce Classic, but when I go to Settings > Permissions, I don't see anything there that will do this.

So need to find out how to accomplish the hiding of Switcher on a user by user basis. Help anyone?
