I am trying to identify the permissions required to reassign a task to the relevent user.
For example, I have User1 who created a task and assigned it to User2. User2+Admin are now the only users who have the permissions to edit the tasks in any way at all. If User1 wants to reassign the previously mentioned task to User3, s/he must ask User2 or an Admin to make the change.
Ideally, I would be able to create a profile where each user has the permissions necessary to change the Owner and Status of a task regardless of which user it was assigned to.
Does anybody know which permissions I would have to grant to achieve this?

Hey Jerry! It will depend on your Sharing Settings for Activity. Go to Setup->Sharing Settings and see if your Activities are "Private" (meaning only the assigned person and users above the assigned person in the role hiearchy can see/edit the record) or "controlled by Parent". Controlled by Parent means the tasks security is set by the object it is related with.
If your Tasks are Private, then you would have to change them to Controlled by Parent, and then that means you would have to adjust how your other objects (like Account, Contact, Lead, Opportunity, etc.) are being shared between your users.
Depending on how your different objects are shared out with each other, this could be a very large change in your security infrastructure, so you may want to weight out the risk/benefit of allowing folks this access.
The access on your Tasks that you described - that is the standard experience most folks have with Tasks where only the Assigned to and the managers above/admins can adjust it.
