However we have a load of historical opportunities over several inactive users - we don't have licences to enable these users and we can't delete the opportunties.
With Winter '16 there was a new permission added "Update records with inactive owners" (https://help.salesforce.com/apex/HTViewSolution?id=000227663&language=en_US) - If we use that can we turn on opportunity splits easily?
If not, how else can we get this enabled?

Yes I was! I ended up just trying it in our full sandbox with that permission set and it appears to worked correctly
