Incompletely deployed change set

Incompletely deployed business process in a change set.  Sandbox is Summer 16, production org is Spring 16.  All of the steps were not deployed to production, and no error was shown.  Is this a known issue?

    Hi Suzi, I haven't heard this one before, But I am sure that this has occured due to the difference in the releases, 

    One thing that I can suggest is to wait for the production to be upgraded to summer 16
