Creating new campaign within free non-profit starter pack version?

Hi - is it possible to create a new campaign under the free non-profit starter pack version? i am an administrator, and for whatever reason, when I click on the "campaigns" tab, there is no option anywhere to create a "new campaign." Does anyone have some simple instructions to follow? i have traditionally not found links to other sources and videos helpful on here when people try to help, am looking for simple instructions i can easily follow. thank you!
