Prevent user from creating new contacts in the accounts not owned by him?

Hi. Is there any way to prevent users from creating new contacts in the accounts not owned by them, while allowing them to create new contacts in their accounts?

    Modify your formula to this: 

     

    AND(

     

            Account.OwnerId   <>   $User.Id,

     

            ISNEW(),

     

           $Profile.Name <> 'System Adminstrator'

     

    )
