How do I create a new field on a local picklist?

I watched this video (http://salesforce.vidyard.com/watch/UUfBJ9twAakucyPM6E89UA), which only shows the global picklist, and referenced this documentation (https://help.salesforce.com/articleView?id=updating_picklists.htm&type=0), which doesn't actually tell you how to add a field - just that you can.

Below is the picklist I'm looking at - I can edit fields just fine, but can't figure out how to add a new one.

Any ideas?? Thanks so much!

Are you trying to add picklist value to an existing field?
