How could i use Flow to make a record unique ?

Hello Everyone, 

I have multiple contacts related to an account , pretty classic so far :), but only one of those contact can be marked as BILLING (Multiselct Picklist) . 

It seems that flow can help to achieve that but i am not sure where to start. 

Can anyone help ?
