Give user ability to create static resource without customize application permission

Question

I have a use case where 3 users need to be able to create static resources but I do not want to give them the full "customize application" permission.  Any ideas on how I can achieve this?

Hi Aaron,

There is no other alternative other than giving Customize Application permission either through Profile or Permission set to create a Static resource.

The other alternative is using the documents Tab depending upon what the Static resource is and where do you plan to Use.
