Allow Force.com license users to create & edit reports

Question

My users are all on the - App Subscription license and I can't seem to allow them to create and edit reports. I've look through the permissions for them and the permissions I can assign them are quite different the the options available for an admin. Can users on this license create their own reports? If they can, how can I add this permission? Thanks, Harrison

These are the setting I have on a Force.com "One App" Profile and the user can create a report:

Now there are quite a few flavors of Force.com licenses (more got added this year) - http://www.shellblack.com/administration/editions-licenses/

That being said, those permissions may not be available on all Force.com licenses.
