This happened to many of my users as well and because the deletion took place out of the SF org and only synced in what was happing via the mobile devices that were synced to outlook there was no way to find the lost data in SF. I would strongly suggest that you change the syncing directions of the contacts from sf to outlook so this doesnt continue, but on how to get them back i was never successful. Maybe trying to look into the phones deleted folders or recycle bin if it has one. If you find a good answer please post it here. Thanks!
