How do I resolve the erSend to salesforce is not enabled. Contact administrator.

One of our users is not able to send emails to SalesForce from Outlook.  The rest of us are and his was setup the same way as everyone else.  My user profile is the administrator, but I can't find anywhere to resolve this error message.  Please help.

    We are using Spring 2013 and this user was installed at the same time as 4 other users which are all working correctly.
