Unable to drag field in for Record Type Page Layout

After creating a new record type and selecting "edit" in Page Layouts section, I attempt to go to fields (that are already created and residing on top of page) but everyone I drag down to be part of my new record just returns back to the top.

    Also which browser are you using?
