Hi,
I am using Data Loader to export Salesforce Account data to CSV file. Account names are in Japanese characters, which appear corrupted in CSV file. I have tried Data Loader Unicode-8 Read/Write setting but doesn't work.
Any help is highly appreciated.

Exporting with Unicode 8 setting should export the Japanese character data.
The only issue I think is that you are not viewing the CSV file from a unicode 8 viewer.
If you open the CSV in excel, it will show these character as junk.
Try opening the file in open office excel or else, simply try to load some data which contains Japanese character in an object and from the salesforce GUI, check if the Japanese records are coming fine or not.
