Layouts not publishing correctly

This dashboard has three layouts: desktop, tablet, and phone. They look correct in the device preview in edit mode but, when published and viewed on a large desktop computer screen, the tablet layout is showing. How can I correct this? (Also attaching workbook.)

Also wondering how to get the X-axis to display all years in the bottom two charts on the phone layout. See screenshots below for more info. And thanks, in advance, for your help!

Here is how the X-axis displays on lower two charts on phone layout. I would like all four years to be along the X-axis as shown on the top two charts.
