Notes & Attachment issue

Hi Trailblazers,

Could you please help me with the following scenario:

I wrote an apex class to attach 'Attachments' (visualforce pages as pdf) to Contact Records.

The functionality works in the Developer org, and I have also created a beta package to test it in the Test org. However, the visualforce page is not attached to the records in the Test org.

Please suggest something for the same.
