When attempting to create a new Level, I've identified the target object as Contact, but am not able to get any of the related fields' dropdown values to appear (Source Field, Level Field, Previous Level Field). The appropriate lookups have been created, as well as Profile access rights to the fields.

I can validate that I needed to do the same thing as @Adam Kramer described -- swapping the object for another one temporarily.
