I am trying to provide the ability to login as partner user to one of the custom profiles.Under App permissions I checked the check box Manage External users.

 

So the buttons are getting displayed on the page layout but when the user tries to click on the button ,user is being displayed with a message saying"Looks like this portal user is not a member of a community or your community is down. Ask your Salesforce admin or channel manager for help."But the portal user is the member and community is also not down!!!!..what could be the reason?..Kindly help.

    Did you add that particular permission set or profile under MEMBER setting of portal ? Go to portal --> Administration --> Member --> add profile and you should be good.
