Is Case Object restricted to External users(Partner Users)?

Because even after providing Profile level Read,Create and Edit access to Case Object,Users are unable to Create cases in the Partner Community.So is it like restricted to certain users?...Please help in this regard.

    Hi Ankush,

     

    I have validated.OWD settings cannot be changed now.I am now trying with Permission set.But even after Permission set assignement it is not working as expected!
