Can't find attached file when creating custom letterhead

I have read some anwsers about checking a box for making it externally available, but I cannot find any box to check. 

 

I have shared the file woth my organisation and anyone with the link. 

 

Still the file is not visible when adding a logo to my letterhead

    Hi Phil, 

     

    Thank you! Although I cannot access that menu. I Have a moderator profile in SalesForce professioal edition. I have some options for sharing documents but none of those are labelled "external"
