We have the same problem. There is no short, out of the box way to do this.
If you can do Apex & Visualforce, you can setup your own custom pages that would guide the user to do this as part of the Opp creation process.
The best we've gotten with more "out of the box" functionality is to put in Validation Rules. They only fire the next time they try to edit the Opp as opposed to forcing them to add the Products at time of creation, but next time they try to edit they are prompted to go add Products to the Opp before they are allowed to proceed.
