Cannot solve issue: Step not yet complete in The 'Lead' records from the CSV were not found. Please check the instructions.

I am having the issue what I don't understand why and couldn't find anyway to resolve it.

The project fail with message is:

Step not yet complete in...

he 'Lead' records from the CSV were not found. Please check the instructions.

I sure that all of Lead records has been imported completed (44 records) without any error and I can extract them from Lead management. Please review my "Lead Import.csv" attached file for detail. But the result of verification always that message above. I already tried to re-do many time event within re-creating new trailhead org but the result still that. I searched and found many article such as:

and tried follow all of their tutorial but the result wasn't change anything.
