I'm receiving an error when trying to deactivate a user which shows "This user is the default owner of records created by guest users and can’t be deactivated".  When googling how to change this setting to allow me to delete the user, this link (https://help.salesforce.com/articleView?id=networks_assign_guest_records.htm&type=5) indicates that I need to adjust my Communities Settings to specify a new default user.  However, I don't have any Communities enabled for my org.

 

Can someone help me identify how to make this change so I can deactivate this user?  Do I really need to enable communities and specify a domain name first before I can make this change?

    We ran into the same issue and found the issue was with Sites. I would check this:

     

    In setup search for "Sites" and edit each site in the list to make sure the user is not the "Default Record Owner"
