No, I'm afraid the PREVGROUPVAL only works up to 12 increments.
Another option here is to use a cumulative line graph - this doesn't require a custom summary formula field at all. Create a line graph chart, use "sum of new contracts" as the Y axis, and check the "cumulative" option.
