I work at a social services nonprofit agency. We provide residential services to clients and do direct care and case management. I created a profile for our direct care staff that is pretty locked down in terms of what they can see and especially what they can edit. All of our clients (people we serve at the agency) are entered into Salesforce as Contacts. Direct care staff are able to view all contacts but their permissions are read only. There are also some fields they are not able to view.
Mostly what these direct care staff have access to is an object called "Cottage Logs." This is an independent object not related directly to Contacts. The Cottage Logs have several related lists, which are forms the staff are resposible for filling out. They can create those and view all of those. One of these logs has a lookup field to contact and they can select the client that the note is about and save it without issue.
However, we have serious incident reports that are not tied to the Cottage Logs. They are instead in a master-detail relationship with Contacts and show up as a related list on the Contacts page. When one of the direct care staff attempted to create a serious incident report, it showed that he had insufficient privileges and wouldn't allow him to save it.
I tried to give 'edit' privileges to Contacts and Accounts for that profile to see if that was the issue (without changing any of the field permissions so nothing can actually be edited) but that was unsuccessful.
Is it not possible for them to create records on related lists to Contacts if they don't have full editing privileges on Contacts? Do I need to make the serious incident reports separate with a lookup field for contacts instead?

Okay,So the User have already Read right on Contact but unable to create the Incident report record from the Contact related list? If it so, Go to the Custom object & click on the Contact lookup field --Edit , there is section called "Sharing setting" & make sure the below checkbox is checked:-
Read Only: Allows users with at least Read access to the Master record to create, edit, or delete related Detail records.
