For some reason "Create Public Link" option for some of the materials under Resources is not available

Question

In the Partner Community,under Resources uploaded,"Create Public Link" option is unavailable.For some the option is available.

Is there any criteria for "Create Public Link" option to appear on the materials ?

Because for some it is being shown and for some it is not available.

Can anybody please guide me regarding the same?
