Cant we update Lookup field through Process Builder while Editing a record?

I am trying to update a Lookup field through a Process Builder,it is working as expected while Creation of record not while updating record.

 

The condition that which I have given in the Process builder is during Creating as well as editing.Fields are also proper.But the Process is not triggering during Editing the record.Kindly help me understand the scenario.
