Several places in Salesforce's documentation regarding Files, the term "public library" is used. I cannot find any clear definition of what a public library is. Is it just any library you create that is not a personal library? When you create a new library, you have to assign members via a public group or choose individual users. To my thinking, a truly public library would allow some level of access to every user, but the only way I can see to do that is to assign every user individually or create a public group that contains every user. Either way, the membership must be maintained manually, unless maybe all roles are used to determine group membership.
Can anyone clarify what a public library is in Salesforce Files?
