I added an apply button to a set of parameters. The apply button works fine in Tableau desktop. However, when it comes to Tableau my apply button does not work . New data is not loaded in the dashboard AS there is only viewer access in server . New data is still loading only when I click on the apply button.

What do you mean by apply button to a set of parameters? Is it a parameter action?
Apply buttons out of the box as far as I know, they work only for quick filters in Tableau. I assume you meant quick filters and you are not using Tableau Public. Or does the issue happen with Tableau Public?
If the issue is that the viewers cannot apply a quick filter, you might want to give them the permission to filter.
