I noticed not all permission sets show in members section of Administrator setting in Salesforce community.
What is the reason behind it?

Permissions sets are linked to a 'License Type" so if its not appearing the associated license type that the permission set is associated with is not the same license type associated with the users you are trying to add it to.
Other outcome is that its part of a managed package and they are limiting 'seats'.
