How do I grant that contact access to that opportunity (without manual sharing), and more importantly, how can I get this oportunity to show on (the contacts) pipeline report?

Without manually sharing that Opp record with the Partner you would have to either make them the Opp Owner or code an Opp Apex Trigger that shared all Opps with the Contact on the Opp to the relevant Partner.
