On the Gantt planning there is a "Forbidden" pannel with a time in minutes that defines an absence duration time.
Is it possible to configure it ?

Can you explain more about what you're trying to do? I don't think you are able to configure which fields display as you click on the non availability menu, but you could consider the following:
1. Custom Actions for Non Availabilities. Once you drag the non availability onto the Gantt, you could immediately click on an action, which would afford you many more options (apex class, or visualforce). It's just that you'd have to do it after you placed the item on the Gantt, rather than before.
2. You can adjust the lightbox on the nonavailabilities by using the Resource Absence Lightbox field set.
