Permissions to change OWD and tab names

I am a system administrator, but I cannot access the links necessary to change organization wide defaults and tab names.  Under security controls, there is no link for sharing setttings, and under customize app setup, there is no link for tab names and labels.  I figure it must be some permissions that I don't have, but I can't figure out how to get it

    Well, as per the Help & Training,

     

    Renaming Tab and Field Labels  : Customize Application or View Setup and Configuration

     

    Setting Your Organization-Wide Sharing Defaults  : Customize Application and Manage Users

     

    To find them, you would have to:

    • Setup | Manage Users | Profiles.

    • Click on the desired Profile Name.

    • Scroll down to find - System Permissions.

      Well, as per the Help & Training, Renaming Tab and Field Labels : Customize Application or View Setup and Configuration Setting Your Organization-Wide Sharing Defaults : Customize Application and Mana
    • Click Edit and check the above mentioned permissions.
