Is there a way to allow a profile to change owners on Contacts but not Accounts and still allow them to edit Accounts?

I want certain users to be able to edit Accounts & Contacts but only be able to change the Owner of Contacts.  Is that possible?

    You may want to put a validation rule on Accounts for the specific profile. 

     

    Something like: 

     

    AND(ISCHANGED(OwnerId),

     

    $Profile.Name = "Your Profile Name")
