Portal User Cannot Own Partner Accounts

Hi,

I have enabled users who have the license type of Customer Community Plus Login to be able to create contacts. It is working for almost all the almost all of the contacts. For one contact, I get this error: 

Does anyone have any ideas why this one contact cannot be created?
