When attempting to create the Custom Link on the Detail page steps 1-14 the link was never created.

Lightning Experience Customization: Create Custom Buttons and Links.

Under section "Create a Custom Detail Page Link". I ran through steps 1-14 exactly as requested in the content. The custom link that should be at the bottom of the Detail page is not present.
