Can I have a Report (no chart) in lightning home page? If yes how can I do that?

Actually, you cannot add a report to the Home page which doesn't have report in it. If you try to Report Chart (Report - which has no report chart in it) using edit page, you will receive an error message like this "You can't view the report chart because its report, report type, or chart has been deleted".

Hence, please add a chart in the report and add that report in Lightning Home Page, once the report chart renders in the Home Page, you will see the Hyperlink name "View Report" at the bottom of the report chart. Click on that to navigate to the report.
