Not able to create a target distribution based on product

I am following instructions from below

https://trailhead.salesforce.com/content/learn/modules/account-manager-targets-in-manufacturing-cloud/distribute-targets-and-manage-invalid-targets

When I am trying to add target distribution for reports based on the new product and percentage, it is throwing an exception - "We couldn't distribute the assignment. Enter the distribution details and try again."

What am I missing here?
