I am using a Chrome browser and heave had multple occasions where when working on a popup window I am not able to view the bottom of the window to accept changes. Most recently Setup-->Object Manager--> Page Layouts-->Layout Properties-->Wrench Icon (Energy Audit). I am able to place a custom button to the selected buttons box but then I am not able to scroll to the bottom to click ok.
