Hello Summer,
Follow the steps below:
1.) Go to the setup by clicking the gear icon in the top right corner within your org/app.
2.) Then click setup.
3.) From the setup menu on the left-hand side of the page find and click "users".
4.) Then find and click "roles".
5.) In Roles simply click "set up roles" and then "Add Role" within the role tree.
Note: The setup above will only create a new role. But not additional permission (outside of role hierarchies).
To create additional permissions to a user, you can create a permission set or create a profile to assign to the user.
To create a new permission set follow steps 1-3 from above. Then the following below.
4.) Click "Permission Sets" and then click "new".
To create a new profile set follow steps 1-3 from above. Then the following below.
4.) Click "Profiles" and then click "new".
