process builder activation buttton sandbox

Hi, to do some tests i created a already in the production existing process with the pb in a sandbox.

 

But here i can´t activate it.

 

It´s the first version i i have also less than 50 rules.

 

Does it has to do with the sandbox?process builder activation buttton sandbox

    what about validation rules?
