++ Steve. Process Builder is the way to go, but instead of using the Formula, you want to take the exact same logic and evaluate if its over 15, then send your mail from there.
If you have values contributing to your formula from related records, then it might be a bit harder. If you want more help could you post your Formula and any of the related objects fields that contribute to it?
