Both of us have signed up with Sales Force Basic separtately. Need to both work from same data base. How can I achieve this?

The only way you can do this is with Salesforce to Salesforce, which allows you to share records between different orgs. Salesforce to Salesforce is a huge topic, please find more information about in on the following Help & Training article:
