How can I restrict account executives from transferring leads not in their name?

Trying to wrap my head around all of this. Company wants to restrict AE`s from being able to change ownership of Leads not in their name. However, we want our SDR`s to be able to change Lead Ownership for all Leads no matter who owns the Lead.

 

Org Wide Defaults for Leads are Public Read/Write.

 

I`ve seen other answers mentioning Validation Rules and Permission sets, not sure how to proceed. Any help greatly apreciated. Thank you

    I would make Leads Private, then share records owned by All Internal Users with All Internal Users Read Only. Then create a sharing rule that shares leads owned by All Internal Users with SDR role (or a public group including more roles than that who should be able to edit leads owned by other users) Read/Write. Users will always be able to edit records they own.
