When you click onthe Clean button data.com will provide suggestions of Account Name and corresponding address deatils and all..Its the record owner or th eperson who perform the clean operation has to make a selection of whether to select all the option or only few available on the Data.com.
Whne you mention "Still not clean" what you are refering to and what exepectation from Data.com
