Create a Regulatory Authority
In Public Sector Solutions, regulatory authorities represent the agencies or departments in a government. Regulatory authorities authorize programs, services, licenses, permits, and benefits for constituents.
The regulatory authorities and authorization types that you need to create depend on how you're implementing Public Sector Solutions. Here are the regulatory agencies that Tishon wants to create for Cosville.

Board of Barbering & Cosmetology: Licenses individuals and businesses that perform barbering, cosmetology, nail care, waxing, tattooing, body piercing, and aesthetics. The Board also regulates individuals who teach and schools that provide training in those areas.

Board of Medicine: Licenses physicians and other healthcare providers to practice, and disciplines licensees who violate the Medical Practice Act.

Department of Motor Vehicles: Responsible for vehicle titling and registration, driver licensing, and maintenance of driver and vehicle records.

Department of Building Inspection: Responsible for all steps of permit issuance. Ensures that the proposed construction meets safety requirements.
Here's how Tishon sets up her regulatory authorities.

Create a Regulatory Authorization Type
After creating regulatory authorities, Tishon configures regulatory authorization types, which are the types of licenses and permits that her regulatory authorities issue.

Here's how Tishon sets up the regulatory authorization types.
- Click and find and select Regulatory Authorization Types.
- Click New.
- For Name, enter

- For the Regulatory Authorization Category, select License.
- For Issuing Department, select the Board of Barbering & Cosmetology.
- Click Save & New.
- Repeat the steps to create the Physician License, Vehicle Registration, Sign Permit, and Spa Permit regulatory authorization types.
Create a Business Type
Tishon has already created the Board of Barbering & Cosmetology. She now creates a business type for the regulatory authority to authorize. In this case, the activity type to authorize is for business activity.
Here’s what she does.
- Click and then find and select Business Types.
- Click New.
- For Name, enter
Spa

- For Industry, select Retail.
- For Authorization Activity Type, select Business.
- Save your work.
Create a Business Regulatory Authorization Type
Tishon creates business regulatory authorization types so she can associate regulatory authorization type requests with business license applications. For example, when a constituent applies for a business license to run a salon in Cosville, they need to request a spa permit, and separately, a sign permit. Tishon uses the business regulatory authorization types and associates them with business license applications. Let’s look at the steps she takes to create a business regulatory authorization type dependency between a business and a sign permit.

- Click and then find and select Business Regulatory Authorization Types.
- Click New.
- For Business Type, search for and select Spa.
- For Regulatory Authorization Type, search for and select Spa Permit.
- Click Save & New.
- Repeat the steps to create the Sign Permit regulatory authorization type.
The business regulatory authorization type name is an alphanumeric string that starts with BAT_0000. Note the names of the two business regulatory authorization type records for reference when you create a dependency in the next section.
Create a Business Regulatory Authorization Type Dependency
After the business regulatory authorization types are created, Tishon creates a permit dependency record to show the list of permits required for a business type and how they depend on each other. Constituents can use the portal to view the complete list of permits required for a business type. They can also see which permits they can apply for directly and which ones depend on another permit. For example, a business permit is a parent permit, and a sign permit for that business is a dependent permit.
Now let’s see how Tishon creates a business regulatory authorization type dependency between a business and a sign.
- Click and then find and select Business Regulatory Authorization Type Dependencies.
- Click New.
- For Name, enter

- From the Parent Business Regulatory Authorization Type list, select Spa: Spa Permit.
- From the Dependent Business Regulatory Authorization Type list, select Spa: Sign Permit.
- Save your work.
